The City of Birmingham is seeking a highly qualified and motivated professional to serve as a Senior Pretrial Release Officer, responsible for managing the operations of the Pretrial Release Program. This critical role focuses on the period between an individual’s initial contact with law enforcement and the final resolution of any resulting charges. The Senior Pretrial Release Officer will oversee the inmate intake process, develop and implement departmental policies and procedures, and serve as a key liaison by representing the department at internal meetings and external community engagements. Additional responsibilities include preparing and submitting budget proposals to jail administrators and participating in ongoing professional development activities such as conferences, seminars, and workshops. As a supervisory position, this role involves assigning and reviewing work, conducting performance evaluations, providing constructive feedback, and recommending disciplinary actions when appropriate. Work is performed in both traditional office environments and secure correctional facilities, requiring adaptability and professionalism across varied settings.COMPENSATION & BENEFITS:

MINIMUM QUALIFICATIONS:
The following are job-related qualifications that are required for employment consideration for this position:
Driver's license.
Experience advising individuals about bonds, making determinations based on bond schedules and procedures, explaining the consequences of making bonds, and/or processing bonds.
Experience working with individuals on a variety of issues such as behavioral problems, mental illness disorders, addictive behaviors, etc.
No felony convictions or misdemeanors of moral turpitude including but not limited to domestic violence or theft.
Willingness to work in a high-security jail environment with potential exposure to communicable diseases and illnesses, mental health disorders, and aggression.
Willingness to maintain a professional working relationship with individuals from various backgrounds such as defendants, individuals with drug/alcohol abuse issues or mental disorders, juveniles, legal staff, law enforcement staff, corrections officers, etc.
Willingness to work nights, weekends, and/or holidays.

PREFERRED QUALIFICATIONS:

Associate's degree or higher from an accredited university or college in criminal justice, criminology, social science or a related field of study.
Experience supervising others by approving leave time, delegating tasks, developing actions plans, and assessing employee work performance.
Experience working in a corrections or law enforcement environment.
TYPICAL JOB DUTIES:
Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
Oversees the Pretrial Release program by assisting Pretrial Release Officers with special cases and complex bonds, checking paperwork, tracking productivity, and identifying and reporting fraudulent bond activity in order to maintain the integrity of the Pretrial Release Program.
Manages inmate needs by reviewing pretrial release reports, interviewing and counseling inmates, referring inmates to various services, and advocating on inmates’ behalf in order to facilitate the pretrial release process.
Assists bond sureties by reviewing the history and legitimacy of individuals/finances/properties involved in the bond process, explaining inmate situations and bond conditions, and processing bonds in order to ensure bonds are posted accurately and efficiently.
Develops, updates, and edits departmental policies, trains employees, interprets laws and procedures, and maintains personal knowledge of various laws and regulations concerning Pretrial Release.
Conducts administrative/liaison functions for the Pretrial Release Department by attending hearings and meetings, submitting and justifying budget requests, and providing information in order to represent and serve the Pretrial Release Department.
Engages in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines.
Provides service to internal and/or external customers.
Organizes inmate and bond information by processing and filing inmate interview and Case Completion Cards, researching bond compliance, and adding to bond forfeiture lists in order to maintain documentation.
