JOB SUMMARY:

The Jefferson County Department of Health is seeking a qualified candidate for the position of Senior Disease Intervention Specialist. This role is responsible for conducting thorough investigations of infectious and communicable diseases to prevent further spread through detailed data collection, analysis, and patient education on disease and infection prevention. Senior Disease Intervention Specialists also perform quality assurance measures for program effectiveness and serve as mentors and trainers for new hires and interns within the Disease Intervention Specialist team. In the absence of a supervisor, this position may serve as a designated back-up, supporting a variety of tasks typically managed by Disease Intervention supervisors and managers. Progression into this role requires relevant experience gained within the Jefferson County Department of Health and the ability to perform the full scope of duties assigned to the Disease Intervention Specialist classification.

MINIMUM QUALIFICATIONS:

The following are job-related qualifications that are required for employment consideration for this position:

  • Driver’s license.

  • Bachelor’s degree from an accredited college or university with a minimum completion of 24 credit hours in biological sciences, anatomy, behavioral sciences, health education, health science, public health, or related field.

  • Experience working in a public health setting in the provision of community-based health services (e.g., communicable disease investigation, disease treatment and control, health education, counseling, interviewing).

PREFERRED QUALIFICATIONS:

The following are job-related qualifications deemed desirable by Merit System agencies. These qualifications may be considered by a hiring agency when reviewing applications and inviting candidates to participate in subsequent steps in the selection processes.

  • Bachelor’s degree or higher degree from an accredited college or university with a major in public health, health education, biology, microbiology, or a related field of study.

  • Experience working as a Disease Intervention Specialist or similar job.

  • Experience with phlebotomy and/or other specimen collection (only preferred for certain programs).

TYPICAL JOB DUTIES:
  • Performs administrative tasks such as documentation, data entry and maintenance, creating and/or reviewing reports, clerical tasks, and processing paperwork to ensure case files are up to date.

  • Communicates with various individuals (e.g., patients, health care providers, business owners) by requesting records, visiting offsite locations, and conducting interviews in order to identify and prevent the spread of disease.

  • Conducts contact investigations by collecting information (e.g., names/addresses of all persons who have been exposed to a diagnosed patient), identifying contacts, and providing referrals in order to provide preventive treatment to contacts and to prevent spread of infection.

  • Educates the public, care providers, and others on diseases, prevention, identification, and treatment using presentations, professional guidelines and updates, and medical literature to increase awareness.

  • Provides health information to patients (e.g., medication, vaccinations, educational information) by holding consultations, administering medication, assisting in specialty clinics, and scheduling medical examinations in order to treat medical conditions.

  • Engages in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines.

  • Leads complex data collection and analysis initiatives to guide and support divisional strategies and interventions.

  • Acts as a lead worker of peer or support staff by assigning cases, assisting others in investigations, and triage of lab reports with subsequent determination of needed actions.

  • Provides training for new Disease Intervention Specialists, covering areas such as electronic recordkeeping, phlebotomy, case investigation and contact tracing, while offering ongoing technical support throughout the onboarding process.

  • Organizes community-based educational and disease screening events by engaging stakeholders, securing supplies, coordinating staff, overseeing on-site operations, and supporting the Disease Intervention Specialist team with lab sample preparation and data tracking.

  • Coordinates Mobile Unit Activities in conjunction with the JCDH Population Health Mobile Unit team to better meet the needs of our communities.

  • Conducts highly specialized surveillance of HIV, Syphilis, Mpox, and Emerging Infectious Diseases requiring extensive record review, data acquisition, and coordination with healthcare providers.

PHYSICAL DEMANDS:

Job is primarily sedentary, involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.

WORK ENVIRONMENT:

Work is performed primarily in an office setting, within medical or healthcare facilities, or within the field at schools, businesses, etc. Work involves the use of standard office equipment, such as a computer, phone, copier, etc.
